It wasnt an actual published manual.

The baby's mother, Riette Smith from Bassonia south of Johannesburg, said on Tuesday the notebook read like a "how to burgle a house" manual, and she had handed it to the police in the hope that it will help them apprehend the burglars.

The Kennesaw law makes provision for the mentally handicapped and former felons to be exempt from owning guns. There's a conscientious objector clause as well.

The same tactic worked in Orlando, Florida, where there was a severe rape problem during the early sixties. Basically, in 1966 the authorities arranged for training of around 2500 women and encouraged them to get armed. Orlando was the only major city to experience a decrease in rape the next year, dropping by 88 percent. Burglary fell by around 25 percent. Not one of the women trained is recorded as firing her firearm in defense. Apparently the deterrent effect of the publicity was sufficient. Five years later Orlando's rape rate was still 13 percent below the pre-program level, whereas the surrounding area had suffered a 308 percent increase.

Basically, I can't see why any person with no history of mental illness or criminal violence, and who passes mandatory training courses, should be restricted from owning guns. I don't want to force people to get guns. However, I solidly support making it easier for anyone who does want them.

Forcing people to behave as they think we should is the authoritarian philosophy followed by those who try and prevent everyone from having guns.

I don't see news24 as a reliable news source, they are too sensationalist and tabloid-like. For me Sunday Times is fast approaching that category.
