Illegal guns amnesty hits a snag

It is unfortunately easier to target the law abiding citizen as he will always(mostly) do what the law requires from him. Yet the criminal will just go on in the way he is.

Just look at how much money and time you need to spend to legally own a gun. The criminal will just go to the local cop shop and collect his gun at the back of the office with no paper work.
