Cape Town – Who is Dr Isaac Setlhomamaru Dintwe, the man who might soon carry out civilian oversight over the country's intelligence services?

Dintwe, who was selected as the preferred candidate to fill the Inspector General of Intelligence post, is the head of the police practice department at the University of South Africa.

The published author and co-editor has worked as a police constable, a detective, and as a principal anti-corruption investigator.

During his interview, Dintwe was praised for his energy, even after waiting almost eight hours to be called in.

He was an expert in forensic investigations, he told the committee, and had written a book on the subject.

"I am competent for this office. I’m a cocktail, all in one. My career goes across all different spheres that are involved in anything which deals with the criminal justice system in this country," he told the committee.

He had been a police official at the lower levels, a manager, and was now involved in teaching.

To do the job well, the confident Dintwe said earlier this month, one had to be a hunter that hunted other hunters.

"The role of the oversight officer is that you have to become a snake that eats the other snakes. That is the role of the inspector general of intelligence."

Parliament’s intelligence committee on Thursday said in their committee report that Dintwe had been unanimously chosen as the preferred candidate for the post.

Now, his candidacy has to be approved by at least two-thirds of the Members of Parliament in the National Assembly.

The report will be considered by the National Assembly on Tuesday, November 29.

The common kingsnake is known to be immune to the venom of other snakes and do eat rattlesnakes, but it is not necessarily immune to the venom of snakes from different localities. The "king" in the name (as with the king cobra) references its eating of other snakes.

Not only is he a snake that eats other snakes, he's also a "cocktail, all in one". Bwahahaha. Sounds like just the kind of nutjob that will fit in perfectly with the other nutjobs. Will he do anything meaningful about our ever more out of control security cluster? Highly doubtful. All of which pretty much guarantees he'll get the appointment. Ho hum.
 
Zuma appoints Inspector-General of Intelligence

Cape Town - President Jacob Zuma has signed off on Dr Isaac Dintwe's appointment as the Inspector-General of Intelligence, the Presidency has confirmed. Dintwe was nominated to fill the post by Parliament's intelligence committee after two previous attempts to find an inspector general failed. His nomination was approved by Parliament in November 2016.

"The [Intelligence Services Oversight Act] provides that the President shall appoint an Inspector-General of Intelligence nominated by the Joint Standing Committee on Intelligence and approved by the National Assembly by a resolution supported by at least two thirds of its members,” the presidency said on Monday.

The president wished Dintwe well in his new job.

Dintwe's candidacy was approved in Parliament when 299 MPs voted in favour and 14 voted against it. Dintwe is the head of the police practice department at the University of South Africa. The DA calls on President Jacob Zuma to stop dragging his heels and appoint Prof Setlhomamaru Isaac Dintwe as the new Inspector-General of Intelligence (IGI). This crucial position, created by section 210(b) of the Constitution, has now been vacant since March 2015. As a consequence, there has been no oversight of South Africa’s intelligence services…
 
Many of us have no idea who this person is but are already passing snide remarks.
