I'm looking for a really cheap win7 compatable modem

Most ADSL modems will work independent of your operating system. Only the USB-only type modems require drivers for your OS. The regular modems have ethernet ports, and that is how you connect to it, and you manage the modem through the Web Interface sitting on the modem.

You really shouldn't be going for a modem with only a USB port for connectivity. You won't be able to share your ADSL internet connection, and you won't be able to set up a local network (well not without difficulty).
 
Money is tight and I need a new modem urgently.

Enquire at your local retail store about Tenda routers. They're pretty new on the market, and seem very reasonably priced. I will unfortunately not be able to tell you how they perform and the quality of the product, but for a tight budget- give it a try.
 
If you're looking for a cheap, but proper router, then get yourself a D-Link DSL-2500U for R300 or less. The downside to this router is that it doesn't have wireless or multiple LAN ports. Its got only 1 LAN port, so you'll need a switch/Wireless AP if you want to extend your network.
