New Delhi - India will launch a locally built rocket for the country's first unmanned mission to the moon on October 22, the head of the project said on Tuesday.

"If at all there is any delay, it will be because of the weather, otherwise I don't foresee any technical difficulties," M Annadurai told Reuters.

The launch, earlier scheduled for April but delayed due to technical difficulties, has been given a window between October 20 and October 28 for take-off from a southern India town.

Six countries, including the United States, are directly involved in the project, which will cost an estimated $80.8m.

It aims to map a three-dimensional atlas of the moon through high-resolution remote sensing and map the surface's chemical and mineral composition.

Despite limited funding, India operates an extensive space programme consisting of launch vehicles, satellites and data-processing centres.

Manned moon mission by 2020

India plans to send an astronaut into space by 2014 and a manned mission to moon by 2020.

As part of preparations for that, it launched four satellites on a single rocket for the first time in January 2007, including one that was brought back to earth.

India's space programme was launched as a scientific research effort, but has now begun to make money from commercial launches.

At least 16 Indian satellites currently orbit the earth, supporting telecommunications, TV broadcasting, earth observation, weather forecasting, remote education and healthcare.

India's constellation of seven earth-observation satellites is the largest of its kind in the world, but its space programme lags behind its Asian rival China, which in 2003 became only the third nation after the United States and the former Soviet Union to launch a man into space aboard its own rocket.

China celebrated the completion of the country's first spacewalk last month, hailed as a major victory by its leaders.

China, India, E.U, Russia and U.S should try combine their space programs. Save loads of cash. But Space travel is just as much politics as exploration unfortunately

Wonder if they sorted out their slums yet? They need missionaries like
Mother Theresa and her order to care for the poor yet they have the
cash to send rockets into space.

Besides they have the means to have a space exploration program.
 
They have the means? North Korea has the means to and look how their people are starving. India is prolly worse off than NK. They don't have the means, unless they sort out local issues first.

Its like someone who buys an expensive car but then has to eat cardboard
for half the month because of a lack of funds. He does not have the means.

One-third of India's population (roughly equivalent to the entire population of the United States) lives below the poverty line and India is home to one-third of the world's poor people.

Though the middle class has gained from recent positive economic developments, India suffers from substantial poverty. According to the new World Bank's estimates on poverty based on 2005 data, India has 456 million people, 41.6% of its population, living below the new international poverty line of $1.25 (PPP) per day. The World Bank further estimates that 33% of the global poor now reside in India. Moreover, India also has 828 million people, or 75.6% of the population living below $2 a day, compared to 72.2% for Sub-Saharan Africa.[1][2][3][4]

On the other hand, the Planning Commission of India uses its own criteria and has estimated that 27.5% of the population was living below the poverty line in 2004–2005, down from 51.3% in 1977–1978, and 36% in 1993-1994[5]. The source for this was the 61st round of the National Sample Survey (NSS) and the criterion used was monthly per capita consumption expenditure below Rs. 356.35 for rural areas and Rs. 538.60 for urban areas. 75% of the poor are in rural areas, most of them are daily wagers, self-employed householders and landless labourers. Although Indian economy has grown steadily over the last two decades, its growth has been uneven when comparing different social groups, economic groups, geographic regions, and rural and urban areas.[6]

Wealth distribution in India is fairly uneven, with the top 10% of income groups earning 33% of the income.[7] Despite significant economic progress, 1/4 of the nation's population earns less than the government-specified poverty threshold of $0.40/day. Official figures estimate that 27.5%[8] of Indians lived below the national poverty line in 2004-2005.[9] A 2007 report by the state-run National Commission for Enterprises in the Unorganised Sector (NCEUS) found that 25% of Indians, or 236 million people, lived on less than 20 rupees per day[10] with most working in "informal labour sector with no job or social security, living in abject poverty."[11]

Income inequality in India (Gini coefficient: 32.5 in year 1999- 2000)[12] is increasing. In addition, India has a higher rate of malnutrition among children under the age of three (46% in year 2007) than any other country in the world.[6][13]

But seriously, I cant justify the amounts of money being spent on such escapades whilst people starve..just my view I guess :(

They waste millons, if not billions on a worthless space mission, yet their streets are filled with poverty. If they're going to space, they sure as hell better take half of the population with them. That place is overpopulated.

I feel some the comments in the Forum are really stupid. We cannot alleviate poverty by distributing $80.8m among India's poor. Prosperity comes with productivity and productivity depends on technology.

Also going by the GDP data India is a prosperous country with millions of poor people. India's GDP is close to $3 trillion and is growing at approximately 9 %,
poverty levels are also coming down.

India is on the right path and the space program will certainly help in securing a better future. Here are a few reasons why India's Moon is good for the country.

- Space technology is a very niche field and there is a lot of business potential. India is already selling remote sensing data and launching commercial satellites. This mission will help India get a greater share of the commercial satellite launch market.

- Its will further demonstrate India's scientific capability and will eventually result in more business for Indian companies. The Nuclear test of 1998 had a similar impact.

- It has great inspirational value and will encourage Indian scientist and engineers to join research institutions like Indian Space Research Organization(ISRO). Currently India's brightest tech minds go abroad.

- The moon contains 10 times more energy, in the form of Helium 3, than all the fossil fuels on the earth. Moons rocks could meets earths future energy demands.
 
The thing is, it is a good investment because that $80 million will get far more mileage in funding an Indian Space Program than it would in the US. I reckon they could probably build an Enterprise Class trek ship with phasers and everything with $80 mill. Indians are wiley buggers. :p

Well said, dude! How come people always think that a country is not allowed to have high tech industries when they have poor people? On the contrary, investing in something like a space program offers real indirect advantages to those very same poor people. It expands the country's industrial base and creates large numbers of direct and indirect jobs. This is above and beyond the direct benefits of space missions like remote sensing, communications and navigation, amongst others.
