In fact, things like bread, most vegetables, bananas, grapes, etc haven't increased in price many months. I'll pull out old slips and check other items if possible.

Negative.Even Woolies has kept their fresh produce prices at fairly constant prices. Bakery and confectionery has increased prices slightly.

The beef price is due to the current disease where farmers had to kill a lot of their cows, so that price is going up quite a bit over the next 6 months.
I'd be genuinely interested to see a list of groceries which have only gone up 4% in price since this time last year.It does help to explain the fall in CPI to 4% in Jan 2019. The reasons for and possible temporary nature of a price decrease is irrelevant when it comes to the calculation of yoy CPI.
