Intel’s new CPU names make fast and slow processors look the same

I don't get where the confusion comes in? Not like they are naming all of their chips something like "i7-7700HQ" and having different SKU's. Anyway, ARK will have all the details you need when selecting a CPU.

Most people don't even know ark exists. Even for enthusiasts ark was only needed in select cases. Now Ark is a requirement.

^^ This.

Just look for the Y now instead of the old M. Not difficult to grasp or do...

This is because new "Core m" CPUs can match peak speed of "Core i" mobile versions during sort burst period of time. They quickly hit TPU then start throttling, but it is sufficient for most of mobile applications. Packaging is diferent, but the article didn't even touch it.

Most people don't know the difference between an i3, i5, or i7. There is no requirement for ark still. Most people go on the idea that an i7 ia superior to an i5, and an i5 is superior compared to an i3. They don't know why the one is better than the other.
