Intel said on Wednesday it would appeal against a European Commission decision to fine the US computer chip giant €1.06 billion ($1.45 billion) for abusing its dominant market power.

I thought that under EU law they are actually supposed to pay the fine upfront and then if the appeal is successful they get the money refunded.

Since when is intel in the position to say what is wrong, they have made a lot of wrongs (more than any other microprocessor maker) and now they want to argue with something everybody knows.
