I was thinking this is a new age in technology and i cant understand why there is no way to do this with xp and vista,I checked google and some forums,everyone says its impossible.

30s for the bios? Not really.

I reckon its *technically* possible in any OS. E.g. virtualization manages to fool the OS at the BIOS hand-over stage. But its going to very complicated OS hacking and is not worth the 5sec Bios time saved. Microsofts Hyper-V thing seems to be going in that general direction.
 
I do not think its the bios that takes that long. It is the initial drivers like network, extra hardware and Anti virus drivers that is loaded before the real operating system starts.

Edit: M$ cannot change that. A vanilla system may boot fast but the rest depends on what is added to the PC. For example I have a Keyboard/Video/Mouse switcher. When this is connected when i want to say setup programs like XP or others from the DOS console it is extremely slow, even reading the XP setup DVD. I Have to connect direct for faster response. Normal boots works fine after some initial delay setting up the USB connection and drivers.
