I recieved a call from a friend in the UK and the number came up as 083 283 ****. How does this happen?

Well if they guy had a MTN sim and was roaming then I think it would come up as 08283.....

He could be using an international calling card which is probably routing his local uk call over a network (possibly the internet) and then is terminating on a computer in SA thats connected to the MTN network using gsm device and a mtn sim card (like least cost routing). If he is not roaming and he called your MTN cellphone then this is the most likely answer to your question.

Quite correct. This setup basically does Voip and uses an LCR to introduce the call back into the SA telecoms networks. Some individuals set up a large stacks of LCRs or SIM banks to handle this and take a handling fee. Also called "SIM Cities" which can cause localised congestion on the cell networks; and the internet portion also gives sub-standard voice quality.
