International fibre - buffering

Is there any issues with the ( Cable) fibre line in the sea ?
Cause my internet it's buffering a lot.
My ISP is afrihost I didn't have this for a long time now eventually it's starts to buffer.
The line is by metrofibre.
I phoned afrihost for help and I did everything as they ask to do.
But it doesn't help sofar?

Even the gamers are complaining and other stream services.
And I saw there's some issues with the international line.
Normally you can aspect this after 7 pm but now also around the day.
