According to the Dark Fibre maps there is fibre running past me. Happy days.
Say I rent space on the line through to the seacom landing station. What happens then? Even if I could get a connection onto seacom, that means all traffic (including local) will travel internationally and then back in?

The first thing you need to realise is the charge or R5.00 per meter per month for unlit fibre.

Then there's the setup fee. Budget for about R40K to be paid to DFA.

Chances of them taking you to van Riebeeckstrand or Yzerfontein are small as everybody seems to be terminating in Teraco, Newlands these days.

So once you've got your unlit fibre from your place to Teraco, pop a router on your side with a high end single mode transceiver and pop another router with a high end single mode transceiver into the rack of the company you chose to purchase IP from. The rack space retails for about R500 per 1U per month. There may or may not also be interconnect fees of between R450 - R900 per month.

You then have a number of traffic providers you can chose from. If you have a licence, there's Gateway, AfricaINX and Seacom that I know of - probably more. I know nothing of Seacom's offerings, but the other two will probably charge you in the region of R3.5K per Mb per month. Just decide how many Mb of local you want and how many Mb of international you want and you are up and running.

If you don't have the necessary licences, you will have to look at companies that purchase from the guys above. They normally have caching servers and other nice things in place that you won't have to buy (remember, raw IP is just that, raw) but I have no idea who does this or what they charge. A list of Teraco clients will probably reveal somebody who can help you.

Thanks for the info. Calling it 20km from me to Newlands, we're seriously talking R100k per month!?

It's a nasty world out there, hence the need for ISPs. We are all waiting for Telkom to do things, things that take forever while we get left further behind. I'm trying to determine if there is a model for a 'meet half way' setup. I know this has been discussed ad-nauseum before. If groups of people would join together, perhaps there is a model that can legally be achieved where high speed internet access is achievable. Then others could implement in their areas.

I get the difference, my consumer mind just doesn't see the justification in the difference!

Basically you are paying to ensure that you can get five 9's uptime and the total usability of the line for that time. So all the global technical support, 1st line support, 2nd line support, 30min response, UPS and generators etc etc.
