Internet/broadband capping

Hi guys I just want to know something: Why is there bandwidth capping?
what is the official reason for it? The thing is know what it is but was just wondering why it is done. Is internet capping a uniqually south african thing? What needs to be put in place (infastructure) so that we dont have to deal with this so called capping?
Oh and whats the difference between shapped and unshapped cap?

not enough capacity on the network.
more undersea cables and local fiber links.
shapped, some protocols like http and smtp are given priority over others like p2p.
unshapped, all protocols treated the same :)
 
I don't think capping is limited to South Africa, but our 'caps' are significantly lower than most.

In many places, ISP's have Acceptable Usage (Soft) limits, which if you exceed on a regular basis they may ask you to pay more or in extreme cases dump you as a client. In the UK, the average soft limit is 30 Gigs per month
 
Sad but true, if you think about it, if everyone on the internet had unlimited cap. Then there would proberly be an internet dead lock!
