Internet Information Service Question

I'm not sure about Home specifically, but I would imagine so...

Control Panel, Add/Remove Programs, Add/Remove Windows Components

If it's not there, no IIS on Home Edition...
 
Get WAMP. Gives you Apache, MySQL and PHP in one go, with easy way of stopping starting, editing configs, etc.

If you really need IIS, then I suppose you would be able to get it from MS website (sorry, no link, I don't go there out of free will).
