Internet Protocol specs *forbid* Transparent Proxying?

SAIX PROXIES MOST EVERY WEB REQUEST I HAVE SEEN!

This is obviously to save on bandwidth - but it's not nearly fair to force you to use their proxy. Is it?

I just read somewhere that some internet spec prohibits transparent proxying by ISPs. I have googled for 30 minutes, checked out rfc 792 and a few others, but didn't come up with any proof to this claim.

Questions:

Is there any way to gain access to the SAIX proxy stats?
Won't anyone post more details: Such as
What are their proxies running on?
How much bandwidth passes thru?
What are their IP addresses? (198.54.202.5... )
How much space is cached?
 
SAIX proxy stats, anyone? Come on, you disgruntled TELKOM ADSL support techies........ DIVULGE
 
They run Netapp Netcache
The UCT cache system holds 1.5gig(This could be way of, but it's 1.5 something) a week and flushes it once a week, this is indicative of how much the cache at SAIX might operate. This might be an old stat and my memory might be decieving me, but I was reading about it a few weeks back, anyone care to clarify?

Tenet is miniscule compared to all of SAIX... ;D But extrapolating from that, I once estimated that SAIX must push at least 100GB an hour... or was it per day? I actually do have SAIX stats somewhere I got from some ADSL techie... will look it up...
