SAIX PROXIES MOST EVERY WEB REQUEST I HAVE SEEN!

This is obviously to save on bandwidth - but it's not nearly fair to force you to use their proxy. Is it?
I just read somewhere that some internet spec prohibits transparent proxying by ISPs. I have googled for 30 minutes, checked out rfc 792 and a few others, but didn't come up with any proof to this claim.
Questions:
Is there any way to gain access to the SAIX proxy stats?
Won't anyone post more details: Such as
What are their proxies running on?
How much bandwidth passes thru?
What are their IP addresses? (198.54.202.5... )
How much space is cached?
