I have a Telkom fibre line with speed supposed to be 25 mbps up and it seems 5 down (although I requested 25 down as well). If I test the internet speed on my laptop (about 3 meters from my WiFi router) I get 25/5 speed. Testing at the same spot with my mobile phone I only get 10/5. Both are using the router's Wifi. I have tested it various times and also used different test programs. What would the reason be for this?

This is definitely true in some cases but certainly not with only 25Mbps, pretty much any phone these days should be able to hit those speeds.
My only guess is that it's being tested in a non-ideal area (wifi too far away or getting obstructed) and the wifi antenna in the laptop is just better at handling this.
