Oh, its always available, just not affordable.
Yes, you can connect and send a 4x4 animated pix of lolcat going GTFO munister.
Miinimum download speed as determined by the minuster shall be 120 km per hour on any sanral portion
of national freeway, unless unaccompanied by e tag, from time to time, unless the munisterrr is abroad, or, a broad.
