How it works on iPhone 4 comparing to 7.1.1?
I delayed upgrading from 6.1.3 due to performance issues.
 
iOS 7 killed iPhone 4, just like iOS 4 killed iPhone 3G. I wouldn't upgrade if I were you.

I don't know, but 7.1.1 was about the same as 6.1.3 (which was noticeably slower than the last release of iOS 5). Whereas 7.0 completely crippled the iPhone 4. Might want to wait to see if there are any speed tests if you haven't got what you need to roll back to 6.1.3
 
I am preparing to save blobs, I see instructions, like here:

Question is which method is preferable for iPhone 4 in my situation:

1. I am not going to jailbreak 6.1.3. Possibly later after upgrading to 7.1.2, but it is not considered for now.

2. Which method gives the most reliable (or not complicated) return to 6.1.3?

3. I understand that when I return to 6.1.3, it will be jailbroken image, right?

4. Using Windows XP, have not access to Mac device.

Wasn't there a point with ios 6 at which the blobs were no longer useful? If you're going 7 then you may as well jailbreak. Things like noslowanimation help a bit to make it feel a bit more perky.
 
There are reports of 7.1.2 being a bug-ridden mess. They just can't seem to get their operating systems right at the moment. In Mavericks they've managed to completely trash features that have been working in OS X for years.
