Check out the Siemens cameras it's a bit expensive but its got all the features you need, email of video clips when motion is detected and you can watch from anywhere in the world. It also doesn't need a pc to keep active.
By that I mean that the really good quality IP cams are generally a bitch to configure and highly priced whereas the easy-to-configure and affordable IP cams are generally not all that hot in terms of video quality..
I know that Axis has a really cool VGA day / night cam for about 10 large (excl software)
I have recently setup some cams at home, using off the shelf low-light security cams, plugged into an old tv-tuner card, in an old pc, running the excellent Zoneminder application (Linux based) it works EXTREMELY well. You can setup motion sensing/recording etc and basically do anything you can do with an IP Cam - and its the perfect use for that old P3 or AMD lying in the garage... Check out www.zoneminder.com
