Interesting point you are making. IIRC there are some discussions around this wrt IPv6. It raises some other issues though...
might just cause a bit of a micro management, if different authorities exist for the different countries.
and who exactly will be made the authorities / registrars... to control the management and distribution of IPs
and how?

plz not Telskommel or the gub, plz no...plz :(
 
does telkom know what ip is? them and their atm system
