iPad error "Restricted Network"

Hi guys
Just bought a 2nd hand iPad 1st gen 3G and I'm getting this error with regards to my sim.
I know the sim works because I've used it in another iPad.
I think this is an imported iPad and I'm not sure if that means that the 3G is locked and I cannot use it with Vodacom?

On gumtree. Took a risk. No warranty tho. But I've never had problems with them so I don't predict I will (crossing fingers)
