iPad to iPhone hotspot via Bluetooth?

Anyone done this before? I don't seem to have any issues doing it iPhone to iPad but not the other way around :-( iPad just doesn't show up on discoverable list of devices for Bluetooth. Am I missing something?

It is only supported from the iPad 3rd generation and upwards

Yah iPad Air.. Actually noticed an issue.. My iPhone does not seem to see/discover other Bluetooth devices but it works with devices I've already paired with it. Hoping so software issue

So a few more trials and errors.. It's definitely an iOS 7.1 issue. Just not sure if a bug or security restriction somewhere

Gonna go ask at the apple store
