iPhone 11 - Stuck on startup after update

I'm not an iPhone user and I just received a call from a relative asking about her iPhone 11 that was fully functional up until she ran the recent software update. The device is now stuck on the startup logo. Any suggestions on how to fix or roll-back the update?

sadly this may end up with booting info dfu, and reload from itunes ( or 3utools) hope they have a backup on icloud
