iPhone won't play music

I have an iPhone 6 plus. All of the music on it is my own stuff loaded via iTunes, I do not subscribe to Apple Music.

For a little while it has had a problem where a lot of the songs are greyed out in the Music app. Trying to play one of them results in a message "item not available". It also asks if it can use 4G while wi-fi is not available for the music.

I tried the following, since the music is meant to be local to the device:

Settings > Music > Show Apple Music > turned off - even less music was displayed

Settings > iTunes & App Stores > Automatic Downloads > Music > turned off - nothing happened

Does anyone have an idea of how to enable the iPhone so that it will play all of my music?
 
Settings > Music > iCloud Music Library (disable this if you are loading your own music).

Unfortunately that option does not appear under my Music settings (iOS 9.3.5).

I'm on the same version as you, on Settings > Music >... under Library there's 3 options: 1. Sort Albums 2. Genius 3. iCloud Music Library

Please double check.

I had the same issue but I fiddled so was to blame, backed up in iTunes then did complete reset, restored backup and it synced music without missing a beat.

Sorted this out after going through enough forums. Apparently it is caused by a software bug. The cure is to connect to iTunes and then sync repeatedly until the phone is beaten into submission. After that the phone went into an infinite loop of requesting the password, but a reboot cured that.

Had a full Android household before moving to iOS. Please don't get me started on that.
