Is it at all possible to make use of the "Second / Digital" sim in the iPhone in South Africa?

Ideally to run a data contract and then another sim for voice.

You will be able to do it soon with RAIN as the e-sim.

Right now, no. No carrier supports e-sim. Rain is busy in beta phase with it so hopefully they launch soon
