No, but some periods in the game suit bowlers, better than others. But it is a bugger predicting, when these will be. Sometimes the right guys get chose and others less suitable bowlers are used, and sometimes, your good bowlers don't have enough overs, or to put it differently, they have too few overs due to the overs limits.
