IS "fixed" again?

I had problems during the last 2 weeks or so. Basically since that Seacom cable went down and came back. My 4Mb uncapped (IS via Imaginet) line was slow.
I ran all sorts of tests my non-IT mind could come up with.
Most important to me was packet loss and low ping, because I play a little Aion on the side. But also youtube streaming.
I pinged an Aion server in Europe, and in 1000 pings, got 16% packet loss and 700+ms pings
At that same time I was pinging an ip on the same route, but just downstream from my router, and had no loss.

This morning I suddenly have dead stable 295ms pings with 0% loss. Youtube streams like a dream again!





Was there anything wrong with some cable or infrastructure that anyone is aware of? Or did I just get the line at a good time?
 
hope it is fixed was getting irritated on my Axxess adsl unshaped (IS) account with high latency for past few weeks
 
I just wish I knew where to check for these kinds of things!
Yesterday I downgraded my IS uncapped to 512k, because of the poor performance. I bought an additional Saix unshaped so I can actually play games!

If I look on IS's website, there's no big red banner at the top explaining that something is going on, and in the process of being fixed/upgraded. So I assume that this is their default service. Hence I pull some money from them, and invest it somewhere else.
 
I spoke to an ISP person today. I was enquiring regarding their 4Mbps uncapped package. Their T&C mentioned low priority to P2P and I asked which speeds I can expect. The salesperson wasn't sure and put me through to the techies. He told me that I can expect a 10% drop on speeds all over compared to capped packages, but that most of the time I won't get more than 30KB/s even on http downloads, but that it does vary hugely.

He then mentioned the current IS upgrade, which should be completed by month end. This should see a speed increase. Another upgrade 2 weeks after that, with more speed improvement to be expected. A 3rd upgrade approximately 3 months after that with more speed increases.
