Is it legal to put grass/leaves etc into black bags and then put it in the wheelie bins for them to collect or must it be taken to the dump?

It can get very dirty, hence people prefer to use the bags.

Given the number of sawed off trees and rubble that was in my bin, they pretty much take anything.
The bin must just not be too heavy.
They had to use 3 people to roll my bin to the truck once.

In my neighbourhood they only load the bins, nothing else, you'll have to find a way to haggle with your neighbour to put your new TV. stove, etc boxes into his bin if he has space.
