Seems that things at MTN are so bad that they are not able to issue invoices for November. Is it even legal to debit funds from your account when an invoice has not been issued?

To my knowledge no. When payment is made, especially when they are a VAT vendor, they have to give you an invoice. When on contract, the law says you also need to receive a statement.
