I mean, there are two physically different networks. The "Fixed LTE" product is sold by ISPs and the "Mobile LTE" is sold direct at rain.co.za. So a fault on one network isn't relevant to the other.

I see there is Fixed Rain in Hermanus now. But note the different coverage:

From what I found is that the networks are physically the same. Same tower, same coverage. It's just that the mobile coverage map is a lot more optimistic when depicting coverage. I have tested side by side with a fixed sim and mobile sim. Same tower ID - same performance.
 
I have got something weird with my account im on the uncapped only option with a R250 limit set although my internet is working during the capped hours

And it just happened again this morning in joburg south for about 20 minutes. In those 20 minutes I had only 1 bar of signal.

Bellville user too. My speeds have appeared to improve since the weekend. I was also having trouble last week. Still need to do speedtest.
