Is signal jamming allowed in SA?

Oh ok, so initially NO organisation may use one..

But now after the ANC have used one, then "maybe" its ok if its a specific department.....
 
So at the end of the day if it is a matter of national security a cell jammer can be used by the South Africa’s State Security Cluster .
"The Independent Communications Authority of South Africa said on 13 February 2015 that South Africa’s State Security Cluster may, in certain instances, employ signal jammers."

Which is reasonable , but not in the instance it was used in parliament .
This will be interesting when State Security minister David Mahlobo explains why they used a jammer in parliament .
