Free when Skype-calling a friend.
Not when you want to call a line of any sort (land line/call center/cell phone).

As it has been since time immemorial!

You can also pay a monthly fee to get a Skype number (for land or mobile calling). I used to have one - $3/month. It allowed me to drop my land line (15 years ago or so).

Skype is so 90s, get a mobile landline (VoIP) to make cheap local and international calls. There's a company called Speed Connection they offer once off payment on VoIP landline, I'm not sure if they still do, but check them out.
