My home connection started acting very strange last night - similar symptoms to what you are mentioning.
I run my own encrypted DNS - and even that was not happy last night and this AM.
I just unplugged everything and left for the office, here it seems okay

Had a bump for a few minutes yesterday on Telkom. Changed Router frequency band and rebooted. Problem resolved.
