Disk utilisation is almost pegged at 100% and average response time is 1000-10000ms

Have a look whats using the HDD. I also had a high usage problem eventually just clean installed windows and began from scratch...
 
Have you run chkdsk on it yet?

Anything in the event log about bad drive or yukky ntfs mentions?

have not run chkdsk yet.

Got a schite load of failed windows update events in the log and messages about failed to change to the Staged state for a crapload of the KBxxxxxxx update files.

Looking at the resource monitor the pagefile is being hammered, should not happen on startup with no apps open. 4GB RAM win 8.
 
Also check that your Virus Scanner isn't trying to update itself when you boot the PC - that's what always hogs my CPU right on start up - especially when the Internet it problematic.
 
Try delete all the windows update files and see if it helps...

AV is up to date and only running.
 
It is typical that read raw error rate is constantly increasing, Seagate use this memory location for internal counters.
chkdsk found errors and repaired them on startup.

Most probably there were errors in result of vibration. Hard drive repaired itself already. Two things are worrying little bit: seek error rate (shows some wearing), and DMA errors. Unplug and replug few times to clean contacts.

Scan for delays would give more reliable prediction. SMART doesn't show anything to worry.

After installing a gazillion updates & removing avast it seems ok.

Boot takes 163 second.

Under the power options Hibernation is off but fastboot is on (fastboot requires hibernation file). I wiped the existing hibernation file (maybe it's corrupted?) and created a new one, enabled hibernation in the power option and now it boots very fast.

Any pro's and cons to using the fastboot/hibernate feature??? (Laptop battery is dead but hibernate does not rely on power)

Yes. Using Victoria for Windows when booting from Hiren's CD by example. You don't need to disable AHCI mode when booting Windows (with exception of the latest hardware).

Problem with Windows is that driver can produce false delays. However if scan is clean, you don't need to worry about.

Run default scan option. If you see delays, rewrite the entire surface with zeo's, then run random read-write test for couple hours. If after torture test scan is clean it means that hard drive has repaired itself.
