No. Seems like you're running a 1 Meg uncapped account on a 2 Meg line. Try testing with a capped account.

18.8 and 12 db isnt too bad you should get 4 meg easily if you wanted to upgrade not sure about higher till you got Adsl 2+.

D-Link routers report them as 10 and not 1, so the stats above are quite normal. So you might want to try dividing by 10.

I think it will barely make 11 mbit not even 13 if they bring out 20 megs since 6 db is the minimum for a sync and stable line unless you meant Noise Margin not SNR then you can get 13 mbit.
 
but the thing is. when i phoned my isp to come have a look, they said that it is running fine so now i don't know what to do anymore :(
