What is so frustrating is it is so easy to sort out if governments had some balls. Boom, international roaming interconnect fixed ceiling limit. Sure this would only benefit people coming to SA, but it would put so much pressure on other governments they would basically have to follow.
I am thinking something like a R0.50c ceiling on what one network can charge another for roaming (still too high in my opinion, but it is a ceiling and a start). The foreign operator can charge their customers whatever they want, but if the customers know the interconnect is R0.50/MB they will hammer their operators for unreasonable pricing very quickly.
