Ok so i was thinking again about this situation and then read that email axxess and someone linked in the session timeout thing. So it got me thinking, SAIX and IS are two seperate networks right ?

So why does IS not implement accounting whereby local traffic does not affect you international cap ? I mean they are a seperate network, ie their own accounting infrastructure ? heck with the surge of popularity they getting alot more users so perhaps implement this which will have a good spin off. Icasa and now forces saix to do it since they other access provider can. Also it will draws alot of clients to IS unless they too wanna milk us. Same thing goes with session timeout calculations etc

The reality about session time outs, and dynamic IP's is this: Telkom (not SAIX), Telkom themselves setup session timeouts within their IPConnect network. This is setup even before the traffic reaches the ISP (IS for example). Telkom also seem to force the ISP's to assign dynamic IP's, as this comes with the IP addresses they assign to the big ISP's.

That is why IS has to provide their uncapped service via a VPN.

So, ultimately, Telkom again rules the roost, and all just has to fit in with their rules.

If you understand how it all fits together technically, you'd understand that it is a lot more difficult (read expensive) to meter (& cap) international traffic only.

But that is no excuse. Telkom should and can do it if they really wanted to. They are just to lazy and actually didn't put enough thought into the design of their ADSL systems. It really seems like Telkom didn't learn a thing from international ADSL providers and went ahead and implemented their own model.

Any and all decisions at Telkom are based on this choice: Which will make us more money? So Telkom charges the same for all traffic because it'll mean higher profits.
Simple.

Applies to IS as well.

Probably another reason why they both don't do it is because it would introduce a lot more complexity to the service, and this would result in the greater possibilty of service failure & degredation. Ask any iBurst user how well WBS's fancy bandwidth manager works (supposed to do realtime rate limiting to 64Kbps when cap is hit).

Why can SAOL provide relatively cheap 5GB and 10GB accounts via SAIX, but there are no such accounts available from IS. If IS are in control of there international bandwidth why can't they (or there ISPs) offer more competitive pricing that ISPs which use SAIX??? I presume Telkom does not bill IS for every GB from the user's ADSL to the IS network because otherwise IS would not be able to offer the 30GB local access.
