ISPA searches for DINX host

The Internet Service Providers’ Association of South Africa (ISPA) has invited qualified industry players to submit proposals for the hosting of its planned Durban Internet Exchange (DINX)

Nice. Better internet for SA. Let's just hope there's enough interest.

Qualified ?

What does this mean

I read

All ISPs in Durban, not just ISPA members, will be able to peer with DINX.

Please clarify ........

I think in this context it just means "any company with a track record of operating a hosting environment capable of supporting an Internet exchange".

All ISPs in Durban, not just ISPA members, will be able to peer with DINX.
Please clarify ........
ISPA's rules for the INXes were changed a while ago so that an ISP now doesn't have to be an ISPA member in order to connect to one of the ISPA-run INXes. (Before 2009, only ISPA members could use the exchanges.)
