Java app not allowed

So I'm trying to download a small Jave App that is like 25kb at work, but it doesn't allow me. It's for a share trading account, and out of the 5 java apps on their website the one I need doesn't download.

All the others download perfectly, so it can't be a network setting? Or could it be?

go through hidemyass.com (proxy) and see if it downloads.
