Yep, it will only use your local network for this. Plex only needs internet for retrieving metadata, posters, etc and to authenticate your username/password.

You can set it up to be able to stream remotely from your home server, but this isn't required if you don't need it.

No you don't. You have to register in order to be able to access their App store, but you don't have to pay for anything.

You need a credit card to register an account on Roku.com when you first setup the device. They do. $1 test but it gets refunded.

I remember doing this when I signed up as well. They wanted to link a credit card for purchases from the Roku Store. Haven't bought anything from them so never used the CC.
