Telkom has already delivered. Probably several times already.
The problem is others keep taking away. That needs to be fixed, or an attentive found.
Much as I sympathise - and I seriously do - I think Telkom has done its bit. It's now up to others. We can expect Telkom (or their customers) to endlessly subsidise the criminals.
Get a TM data deal.
