Koeberg undergoing restart tests

Why don't they just leave it switched off, and start the maintenance a little earlier.

Its refueling... Planned long in advance and not something you can easily shift. It's a bigger headache to shift it than to just wing it for a week. Plus it's an extra week of reduced blackout risk of you keep it running.

Nothing wrong with their choice.

Except that:
Unit one is expected to be fully operational by the end of this week

So it's only going to run over the weekend. Surely there is a lot of other maintenance they could be doing this week before refueling starts? Maybe give a bit more attention to the transformer that has the fault on now?

Refueling is a tightly planned affair. You cant bring it forward at the drop of a hat.

Having said that bringing it up for the weekend only... is questionable

From Wednesday to Friday is when Eskom is traditionally under most pressure as the pumped water storage dams run out. so if they can get it up in time to boost the network back to capacity, it is a good decision.
