My relative's water is still cut at 9pm every night, but only their suburb. Next suburb over, no cuts.

Can this be explained besides the fact that their pipes are leaking terribly and the muni is trying to save water rather than fix them?

Same issue with me, its due to ageing infrastructure.

It won't find its way into the Umgeni system. The entire Drakensburg between Mont-aux-Sources and Giants Castle drains into the Tugela; between Giants Castle and Sani Pass (including the valley that Sani Pass winds up) drains into the Mkhomazi; the area south of Sani Pass down to Bushman's Nek and Sehlabathebe drains into the Mzimkhulu (mouth at Port Shepstone), and beyond Sehlabathebe (i.e. Matatiele to Naude's Nek) drains into the Mzimvubu (mouth at Port St. Johns).

For the dams on the Umgeni to fill up, rain needs to fall in the Midlands. Some of the Giants Castle foothills (Highmoor, Kamberg) also count: this drains into the Mooi, and while this ultimately ends up in the Tugela, there is a series of dams around Rosetta (Spring Grove, Mearns Weir) that can transfer some of this water into the Umgeni system.
