Are you referring to public and tertiary specifically?
Or referring to studies as a percentage of income rather than outright cost?
The cost of teaching has gone down, but the cost of tertiary education keeps going up. This is because public Universities are very slow at adapting new technologies. They are very soon going to find themselves competing with online courses that are worth the quality. Solidarity’s Akademia for example managed to cut the costs significantly by using modern IT technologies. Information itself is getting really cheap but for some reason the bubble keeps on expanding.
