Can someone please advise what the average latency on a 4 meg line should be. i use to get about 19 ms up until a few weeks ago and for the last few weeks it is sitting at 41/42 ms.

I don't think the speed affects the latency so heavily. You can have a 1mb line and have the same latency. Could also be something at the exchange affecting it.
Where is the latency to? and from where roughly.
So is 41 ms acceptable or not?

from centurion to Durban it is 81 ms and Cape town is 99 msdoing a speed test from Centurion to Rosebank

No... you have some bad latency , check hop 10. Something weird with Afrihost.
so is it a ISP or Telkom problem?
ISP by the looks of things. Try this one.
