ooh hell no, but then again we have 419 scammers using computers so i guess its on the cards in the future.
If the cellphone operators just removed/blocked phones with the same IMEI, it would solve the problem almost immediately, but getting money up front is always nice, even if it creates a market for stolen phones. While this practice continues, licensing phones will just be a temporary stumbling block for the syndicates.

Hey! I've got a neat idea! Why don't the police just catch the criminals and the government put them behind bars, then we won't have to bother with incredibly dumb ideas like this!
