Line installation - who's responsible for pulling wires?

I'm trying to get an ADSL line installed in a flat. I requested the install, Telkom took a long time and cancelled another line in the process, business as usual. Anyway, a technician finally came through and had a look. He showed us that the conduit in our unit terminates in the roof, and the required tubes are in the roof to the Telkom infrastructure of the building.

Essentially, the line needs to be pulled through and connected in the roof. The technician said he doesn't do that, and I must "get the landlord to do it". So I ask the landlord, who says Telkom has done this before in two other units and an electrician won't touch Telkom stuff.

I'm stuck between two opposing viewpoints and tend towards thinking it should indeed be Telkom's job, but not sure how to proceed.

Anyone had a similar experience and how was it resolved? Seems like a fairly common issue.
 
You need to have a piece of wire (draw wire)in the "tubing" so Telkom can pull their cable through. Go to the hardware buy a small roll of wire and thread it through yourself, then Telkom will use that to pull theirs through. If you are struggling to get your wire through try and borrow a fish tape from an electrician or buy one yourself it will work out cheaper than getting an electrician out.

Thanks, was wondering if there is anything I can do to speed up this process. I'll see what I can get a hold of, I've already seen the situation in the roof so can probably do the draw wire myself.

Strictly speaking, Telkom are only responsible upto the Telkom box in the building. Anything further in the building is the landlord. Often you get a tech going the extra mile to help but now the techs are often contractors, and they get a fixed fee for the install. So extra cable comes from there pocket, also more time an install takes, the less jobs they do a day, so less income.

I see, thanks. It's often hard to get straight answers from the guys themselves.
