Line Speed problem after Upgrade - Help Needed

Hi all,

So I am facing a very weird problem. My dad recently got a 4MB line from Telkom and he was getting 3.6 Downstream on the line and 0.4 Upstream. His latency was 35ms. So in essence a fantastic line. He then saw the Telkom exchange was 20MB Copper capable so he upgraded to 10MB. (Both Line and ISP)

Now, this is where it gets weird... his router is syncing at 8mb downstream and 1mb upstream but his line is maxing out at 5MB downstream and 0.80 upstream with a latency of 35ms. So downstream very disappointing and upstream fantastic. When doing a speedtest locally or internationally the line jumps from 0 to 7MB instantly and then spirals down to 4.5MB before the test is done. This happens every single time, it's almost as if the speedtest is being throttled. The following is his specifics:

SNR MARGIN : Down - 15.5db : Up - 6db
ATTENUATION : Down - 16.5db : Up - 8db
DATA RATE : Down - 8128kbps : Up - 992kpbs

As you can see from the above his downstream is nothing close to what it should be but yet his upstream is on par with my 10MB account. So the worst ratios on his line is upstream but that is where he gets the best performance from. I have literally done everything to see if this could potentially be a router fault or wiring fault but it's not. I have disabled wifi and plugged him straight into the line but same problem,I have re-setted the router and upgraded the software, same problem, I have moved the router closer, same problem, I have switched ports on the router, same problem. I have changed cables, same problem. Nothing that worked for me on my line worked here.

Would appreciate your input on this matter as his line was performing near max when he was on 4MB but now that he is on 10MB it's literally jumped 1MB yet he pays double.

Looks like he is being throttled to 4mbps on the ISP side. Is his ISP account a capped or uncapped account? If it is uncapped then it might be a 4mbps uncapped account in which case he will be throttled to the speed of the account even though his line is capable of a faster speed.

Thanks for the feedback, he is on a 10MB uncapped account so mystery is still there.
