Yes it is perfect. If you look at it per math your download speed should be 512 KB/s (4096/8) but because of noise on the lines it is normal that your get 15-20% less. So around 400-425 is fine.

Yebo - I'd reckon anything over 400 is a bargain. Depends on your distance from the exchange, line noise, amount of porn that telkom is currently downloading, sun spots etc
