Loadshedding oddity.

Quick one, I have this fan in my room that beeps once when you plug it in the wall for power, I also have these battery powered loadshedding bulbs that stay on when the power goes out.

Now, just after loadshedding starts about 1 min later the fan will beep 3 times and the battery powered lights flicker 3 times when the power goes out.

I got curious one day and hooked up a multimeter to a PC power cord and it read 3v every time the fan beeped, so 3v-0v-3v-0v... Sometimes it will do this for longer, no longer than 1 min, also it would sometimes do this 5 min before loadshedding ends.

What would cause this?

Remove the load shedding lightbulb and see if it still behaves the same.
 
I did, the fan still beeps.

You can't always trust a multimeter's reading, I would test with a resistive test bulb first to verify actual voltage, if you actually have a voltage leak somewhere I would first test if it is in the house or coming from the mains. Might be worth considering a over/under voltage protection device.
 
Some of my lights plugged into ceiling fan fixtures also do strange things.

Like if the fan is on and the power goes off the lights will flash till the fan comes to a complete standstill then you have to turn them off and on again or they keep flashing.

It's probably some residual current produced by the fan motor as it spins.
